I beg to hand you herewith a resolution signed by the Managers of the principal Banks in Hongkong relative to critical financial position caused by the disorganization

of the Opium Trade.

I shall be glad if you bring the matter before the Officer Administering the Government with the request that

the gist be wired to the Colonial Office.

I shall also be glad if His Excellency will give his

support to the resolution.
